Encore Presentation: Engaging Families in the Outcomes Rating Process Webinar

The Child Outcomes Summary (COS) process is designed to be a team process, which includes the family of the child with a disability. Talking with and informing families about all the aspects of the early intervention and/or early childhood special education process is a marker of quality, and is absolutely essential for both individual child planning and accurate child outcomes measurement. In this encore presentation of the 2012 Outcomes Conference session, "Inquiring Families Want to Know: Engaging Families in the Outcomes Rating Process," ECO staff hosted a webinar with other states discussing their professional development methods designed to enhance both providers' and families' understanding of the COS process and their capacity to participate fully in rating discussions.

Implementation Science and Outcomes Integration: The Installation Stage

The ECO IFSP-IEP Integration Learning Community hosted the second in a series of webinars focusing on implementation science and how it is relevant to states who want to integrate the IFSP/IEP process with the outcomes measurement process. This webinar focused on the Installation Stage of implementation, including key activities within the stage and state examples to promote successful implementation of an integrated outcomes and IFSP/IEP process.

Using Child Outcomes Data at the Local Level Webinar

The ECO TA Cadre Learning Community hosted a webinar that focused on helping local programs use their child outcomes data. A new ECO Center resource was shared that included drill down questions related to child outcomes data, the Local Contributing Factor Tool indicators C3 and B7. Three states, Delaware, Wisconsin, and Nevada, shared their efforts and experiences in supporting programs in using their child outcomes data at the local level.

Session: An Examination of the Quality of State Data on Part C and Part B Preschool Child Outcomes

Staff from the Early Childhood Outcome (ECO) Center presented and discussed the last three years of State data on Part C and Part B Preschool Child Outcomes. Three analyses were also presented to examine the quality of the data.

Session: Key Considerations for Implementing the Integration of Child Outcomes Measurement into the IFSP/IEP Process

The presenters led a discussion of key considerations for integrating the early childhood outcomes measurement into the Individualized Family Service Plan (IFSP)/Individualized Educational Program (IEP) process. A panel of Part C and Section 619 program representatives, all in different stages of integrating outcomes, provided information and resources related to their experiences with the integration process. Presenters also shared tools and resources related to the key considerations for implementing an integrated process of child outcomes measurement and IFSP/IEP development.

Measuring Child Outcomes with the Summary of Functional Performance: An Introduction

This presentation and materials are from a one-day training on the Child Outcomes Summary (COS) process. The audience for the training was early intervention providers in King County, Washington. Washington State has implemented a new process which integrates the outcomes rating process into the IFSP and uses "descriptor statements" for the rating. The state also has a new data system for capturing a narrative summary of the child's functioning along with the descriptor statement. The training addresses general principles involved in the COS process along with features unique to Washington's revised approach to incorporating the information into the development of the IFSP. Links to handouts and activities used in the training that are on the ECO web site are in the notes section of the appropriate slide in the presentation.

In response to the federal push for results-based performance indicators, the U.S. Department of Education undertook the development of a national outcomes measurement system for early childhood programs serving children with disabilities. This system, built around state-reported data on child progress for three outcomes, has been well received by key stakeholders. This set of presentations described the background for this system, implementation choices and issues faced by state agencies, and how states are planning to use these data to improve programs in addition to submitting them for federal accountability. The panel shared the national findings and discussed their validity and significance. The panel also discussed lessons about the supports and barriers to building a large scale measurement system such as the need for appropriate assessment approaches for accountability measurement with young children and the importance of procedures for improving data quality.

Using Data Call Series: Using outcomes data for program improvement

This third call in the series described key concepts in using outcomes data for program improvement and highlighted TA materials developed by the Early Childhood Outcomes Center on how child outcomes data can be used at the state and local level to improve programs. Using Data Call Series: Using SPP/APR Data for Program Improvement

Presented by Ann Bailey and Jeanna Mullins (RRCP)

Featured two tools for using data: Thinking through Improvement (IT Kit), an improvement planning process developed by the North Central Regional Resource Center, which provides information and activities on prioritizing areas for improvement, setting targets, selecting activities, evaluating process and impact, and reporting progress; and the Evaluating SPP/APR Improvement Activities resource document which provides guidance on the review and refinement of existing SPP/APR improvement activities and selection of new activities, with an emphasis on steps to consider when designing an evaluation plan.

This session described the overall status of state reporting on child outcomes and introduced a self-assessment tool that examines the components of a quality measurement system. Two states described their experiences in measuring outcomes.




Session 2: Using Early Childhood Outcomes Data for Program Improvement: Opportunities for Higher Education. Presented by Cornelia Taylor, Lisa K Backer, and Christina M Kasprzak.

This panel addressed data-driven program improvement in ECSE and opportunities for researchers in higher education to mine and analyze existing state data. Specific topics included: data quality, state and program level data elements and evaluation questions, analysis, and detecting meaningful differences in population based data.

SPP/APR Indicator Analysis Reports

The ECO Center completes analyses and prepares reports for the child outcomes indicators for Part C and Part B, and the family indicator for Part C. These reports summarize progress across all states and jurisdictions based on data reported in February 2010 (FFY 2008-2009).

In the Part C SPP/APR report, the child outcomes chapter (Indicator C3) is on pages 18-34 and the family outcomes chapter (Indicator C4) on pages 35-49. In the Part B report, the child outcomes chapter (Indicator B7) is on pages 77-94.

ECO staff conducted a one-day 'COSF refresher' training with Part C and 619 (preschool) staff in Delaware on March 10, 2010. Topics included the history and background of the child outcomes measurement requirement, understanding the 7-point COSF scale, immediate foundational skills, and recommended practices for the COSF process.

March 4, 2010 Increasing the Quality of COSF Data, Austin, TX

This training was conducted with 20-25 TA providers that work in the Texas Regional Service Centers in increasing the quality of the child outcomes data collected using the Child Outcomes Summary Form (COSF). Information and activities related to choosing formal assessment instruments that inform the COSF process, refresher training on the COSF, video and written activities related to reviewing the quality of completed COSFs.

February 10-11, 2010 ECO Advisory Board Meeting

The 2010 ECO Center Advisory Board meeting was held via webinar over two days. ECO and OSEP provided information on federal requirements, outcomes and data system activities, and state progress related to child and family outcomes. A summary of ECO activities and progress was presented, including development of the framework and self assessment, family outcomes, technical assistance, work with publishers, and evaluation. An overview of the newly-funded ENHANCE Project was also presented.

Minnesota shared activities that support local leadership in conducting simple analyses for the purpose of pattern checking the quality of ECSE data.

For the national meeting in June 2009 on 'Measuring Child and Family Outcomes,' the IDEA Partnership assembled a panel of representatives from DEC, ASHA, AOTA, and APTA to consider the role of the related services provider in measuring child outcomes for federal reporting. In this encore presentation, representatives from ASHA, AOTA, and APTA discussed issues that contribute to the challenge of therapist participation in child outcomes measurement. Issues included 1) the assessment of young children, 2) the role of OTs, PTs, and SLPs as part of a team, and 3) the role of OTs, PTs, and SLPs in early intervention and early childhood special education settings. Panelists described resources available from their professional organizations that address these issues.

Under the NC General Supervision Enhancement Grant, ECO staff developed four modules to address child outcomes measurement. A needs assessment completed by local Part C administrators identified the need for professional development in these areas --professional development for new staff, COSF refresher training, quality assurance, and data analysis. The four modules addresses each of these topics in turn.
