Child and Family Outcomes Measurement System Tools

The ECO Center, in partnership with a variety of states, has facilitated the development of two frameworks for states to use in building and strengthening their early childhood outcome measurement systems. The purpose of these tools is to help states identify the necessary components of a high-quality measurement system for child and family outcomes and, where options exist, to assist states in making informed decisions as to which option is most effective and best suited to the state's context.

Both the child and family frameworks and self-assessments follow similar structures. The self-assessment has seven key components: purpose of the outcomes measurement system, data collection and transmission, data analysis, reporting, using data, evaluation and cross-system coordination. The tools reflect a knowledge base of what states need to have in place to have effective child and family outcomes measurement systems, and allow a state to track its own progress toward a fully functional, high quality outcomes measurement system. Child Outcomes Framework and Self-Assessment

The development of the child outcomes framework and self assessment involved participation of seven partner states, chosen through an application and selection process to be diverse with regard to population, geography and measurement approaches. The states were: California (619), Colorado (Part C and 619), Delaware (Part C and 619), Maine (Part C and 619), Minnesota (Part C and 619), New York (Part C) and Ohio (Part C and 619).

This tool is designed to be used by state agencies to assess progress toward full implementation of a Child Outcomes Measurement System (COMS) for programs serving young children with delays and disabilities. Previous versions of the self assessment have been re-formatted to allow users to download, enter and save their self-assessment data.

Family Outcomes Framework and Self-Assessment

Development of the Family Experiences and Outcomes Measurement System Framework and Self-Assessment was a collaboration between ECO and four partner states: Connecticut (Part C), Illinois (Part C), Minnesota (Part C and 619), and Texas (Part C).

This tool is designed to be used by state agencies to assess progress toward full implementation of a Family Experiences and Outcomes Measurement System for programs serving young children with delays and disabilities. The self-assessment allows users to download, enter and save their self-assessment data.

Please note: The ECO Center provides technical assistance to all states on issues related to outcomes measurement regardless of whether or not a state is a framework partner state. A state does not have to be a partner state to receive technical assistance from ECO.
